The first Cycling Action Plan for Scotland (CAPS) was published in 2010 and then refreshed in 2013. The third plan measures progress since 2010 and develops a new set of actions for the Scottish Government, local authorities and partners focussed on leadership, infrastructure, behaviour change, resourcing, and monitoring. This third iteration of the Cycling Action Plan for Scotland (CAPS) is the most progressive, representing six years of shared work by partners and an unshakable commitment to the 2020 vision. This new set of actions outlines how the Scottish Government, local authorities and all key partners will respond to the needs of stakeholders and how we will achieve our active travel commitments.
